Roof Reserve, Could only be used for whatever it is designated for ONLY. </p><p>I strongly OBJECT to the Roof Reserve of $800,000 over for WPRF Clubhouse being taken to pay for the "shortfall" from the reserves already being taken to pay for WPRF's HVAC project. Just so you know, What we have in the Roof Reserve will not cover the over $900,000 needed to cover what IS needed to be in the Reserve. We already have a "shortfall", and they want to take from a DESIGNATED RESERVE to cover another ""SHORTFALL". </p><p>I would think that it should go before the delegates and have it be understood that IF a hurricane should hit this or next year, that would means getting another "Special assessment" (another because we will most likely get one of $72 or more because of the Shortfall).</p><p>I would urge you to call your Sector Vice President and tell them your dissatisfaction with this. </p><p>the number for the UCO office is 561-683-9189.</p><p>Vice Presidents are:</p><p>Dom Garnagia, Fausto Fabbro, Patricia Caputo and Stuart Richland.</p><p>WE'VE BEEN LUCKY SO FAR THIS YEAR... In a place like a CONDO, which Century Village happens to be, there are usually rules about pets and what type of pet you may own if they allow them.</p><p>I do not know of, nor ever heard of any condo allowing CHICKENS, pig, peacocks, full size horses, mules, burros or asses, although the latter is frequently overlooked.</p><p>My suggestion would be someone catching these so called "free range chickens and let's have a nice BBQ.</p><p>Come on people, a little common sense goes a long way. If you own these so called free range birds, take them and get them and find them a nice little farm to run around in, otherwise I have room in my pot and some pretty good recipes I've been wanting to try out.</p><p>I am going on a vacation, going to see the kids/grandkids. I've asked David Israel, our President to keep me in the loop and asked that someone facetime or zoom me. We have a few battle in front of us, and I promise to continue to represent CVWPB to the best of my ability, whether or not it means I have to bump heads with my fellow officers and the management of the village.</p><p>Management, to me, is one of the big issues that needs to be dealt with and FIXED. The Millenial Contract needs to be thrown out and rewritten in order to give US, the owners and residents a lot more say in how things should be run and not have management look at us as a CASH COW any longer. I understand the system or concept of making a profit for management, but not with such greed as to make an unconscionable contract making us pay for everything that a landlord should be paying for. We should not be paying for the replacement of the Air Conditioners, it is a part of the building and thus should be replaced by Management. We should not be paying for repairs, the A/C does not belong to us. Maintenance of the a/c should be a split cost and not our total responsibility. Let me remind you, that If we all get together and fight this heinous contract and win, we could cut the budget by millions and STILL put enough into reserves to redo the roads, install proper sidewalks and be able to purchase the some of the missed opportunities of the past if we all wanted to, such as the clubhouse or the golf course or other things that may come up in the future. </p><p>All Security contracts in the Village are paid BY US, WPRF pays for their contract with funds provided BY US, therefore there should no longer be two separate contracts with different pay scales for each. It should be ONE contract, with rotating positions and the guards should be paid the same, taking the longevity/seniority of guards in account as far as the pay scale goes. One overall Supervisor and two assistants with longevity taken into account.</p><p>The Medical Building has become quite the issue of late. UCO, the Executive Board have voted and are against the proposed zoning changes to allow a place of worship, two pools and a reduction in parking spaces at the Medical Building. I feel the Delegate Assembly will also be against it, and need to speak out by sending a resolution to the county voicing their dissatisfaction with it. Remind them that they are Elected to their positions and can easily be replaced.</p><p>Once again, I thank you for your support and pray that you heed my words. I waved the person on to go and cross, and was greeted with a bunch of F bombs as I waved this foul mouthed person on. Apparently this person considers common courtesy as creepy. </p><p>Poor misguided and unmannered child. (It was nowhere near a child by the way.) I guess that is what this world has to look forward to. No common courtesy, no manners, no couth at all.</p><p>Remember folks, You deserve to be treated as you treat others, so treat others with a little common courtesy and respect. </p><p>As the great Paul Harvey used to say... Write down serial #’s and save receipt. 2 cases of</p><p>vandalism.</p><p>Question on Mask policy. WPRF policy is it is Voluntary. UCO requires masks for UCO Building</p><p>and Delegate Assembly.</p><p>Minutes for December 2021 accepted as presented.</p><p>President Report:</p><p>A group of Orthodox have Incorporated and purchased the Medical Building with intention of</p><p>creating a Synagogue, have filed paperwork with the county. They are having a closed meeting</p><p>for applied variances, entitlements and rights. According to Richard Handelsman’s research, the</p><p>building is 31,800 sq. ft., 16,200 Sq. ft. for Medical and Dental, 6000 Sq. ft. for Office, 3,600 for</p><p>Worship, 1000 sq. ft. Each for Adult Day Care, Personal Services and Bank.</p><p>Neils from Commissioner Weiss’s office is willing to hold a zoom meeting but asks that</p><p>questions be submitted ahead of time. There are three levels of approval, DRO, Zoning</p><p>Commission and County Commissioners.</p><p>Former Commissioner Burdick inquires about Landscaping.</p><p>Comments via e-mails buses too big, buses too noisy.</p><p>Treas.- Report: Proxy Signatures still needed, 232 is the number needed to move forward, we</p><p>have broken the 200 mark. It was previously in General Expenses, it is nowon</p><p>it’s own line item.</p><p>YTD we are under budget. Any questions, feel free to come into UCO and speak directly with the</p><p>Treasurer.</p><p><br /></p><p>Recording Sec.-Treasurer pretty much covered everything with proxy signatures, putting out a</p><p>call for volunteers to help out at UCO. Stated concerns over WPRF closing on Christmas. It needs to be addressed also management. Changes needed with</p><p>Security contracts. They need to be merged, UCO and WPRF. One company for the whole</p><p>village.</p><p>David Boas, VP- Correction about the band for the cancelled New Year’s Eve Party, we did have</p><p>to pay for the band as they did not have time to get another job for the date. All other</p><p>performers have been very obliging.</p><p>One of the jobs I do is look at stacks of invoices and scan them into the system. Occasionally</p><p>make suggestions for change of vendors and they are at times taken. Sent an email to Eva,</p><p>Monica and Dan, RE: Charges of relocation of Cenrec offices. Cenrec billed UCO $1973.00.</p><p>E-mail sent: (Normally I would not include in minutes)</p><p>I recently came across this invoice from DSL Express for WPRF fro a total of $1973.00 for the</p><p>relocation of Administrative and ID Office in the CV Main Clubhouse. I know relocation is</p><p>necessary due to the renovations to MCH A/C. I know strictly speaking, your interpretation of</p><p>the lease would say that we, the residents, have to pay for this. In my opinion, it takes a lot of</p><p>hard bark to ask the residents to pay for this so Cenrec can continue business as usual at no</p><p>expense to themselves. I know we are at odds on the lease issue, but fair is fair. Management</p><p>should’ve gladly paid for this and any other related to this issue. I find that $1975 isn’t s whole</p><p>lot of money, but what does it take to move from one side of the building to the other? Once again, it’s we that have to pay. Management isn’t willing or able to pick up any share. We are</p><p>paying them to charge us. Does anyone even give a damn?<p> <span style="font-family: Boogaloo; font-size: large;">The recall for Mary Patrick has failed...why?</span></p><p><span style="font-family: Boogaloo; font-size: large;">Although the President and Every Vice President has agreed that Mary should've stepped down, very little has been done to accomplish this.</span></p><p><span style="font-family: Boogaloo; font-size: large;">I have gone door to door of over 120 Delegates and Alternate Delegates, using the sign in sheets for Delegate Assembly and they only allowed 72 of the signatures to be allowed. No one else has attempted to get signatures. No one.</span></p><p><span style="font-family: Boogaloo; font-size: large;">Apparently no one cares that an ELECTED UCO Officer, in over a year and a half HAS NOT attended meetings, HAS NOT performed ANY of her duties, and has refused to participate in anything to do with UCO. </span></p><p><span style="font-family: Boogaloo; font-size: large;">Why does she hold on to the position she obviously cares nothing about? Is it the prestige of having a title? Let me tell you, there is nothing prestigious about that. </span></p><p><span style="font-family: Boogaloo; font-size: large;">We now have a very capable Administrative Assistant. She is being paid to perform the administrative duties, BUT, <b>she is being paid to perform the duties of the Corresponding Secretary</b> also. If the Corresponding Secretary does not want to do her job, why does she insist on keeping her job/title? Maybe that is just it. It gives her a title. If she can go to the meeting at the synagogue, why can't she show up at UCO? Why does her position even exist? She is proof that her position is not necessary. Eliminate it. </span></p><p><span style="font-family: Boogaloo; font-size: large;">I, as an officer, have requested a change to the by-laws to eliminate the position of Corresponding Secretary and have been told that it requires a change to the original documents. So it gets put on hold... I am told that trying to change the by-law is out of order... yet no one can explain the order things need to be to effect change.</span></p><p><span style="font-family: Boogaloo; font-size: large;">I submit that in order to make the change, it needs to be in front of the Advisory committee, the executive board, the officers committee, and then to the Delegate assembly. it has been to officers obviously, as that is where it started. It went to Advisory, which wanted to table it for further research, and it was mentioned at executive board, but not voted on as it was brought up to inform of pending work being done. Advisory determined that it would not be a by-law change but a change to the original documents and would have to go to the state.</span></p><p><span style="font-family: Boogaloo; font-size: large;">This is being ignored, and of course it seems my voice doesn't in this matter doesn't count, or does it?</span></p><p><span style="font-family: Boogaloo; font-size: large;">I ran for office with the strong desire to do what is RIGHT for the residents/owners of Century Village West Palm Beach. I have loved living here for over 10 years. I got involved in the first year, with the UCO Reporter, wrote a few things, did a monthly cartoon, and ran the Advertising Department. Created ads and other artwork for the paper.</span></p><p><span style="font-family: Boogaloo; font-size: large;">The Golf course issue was brought to my attention in those first years, and it was brought to my attention that the CV could have bought it for about $800,000. They turned it down... Dumb move. I now wonder how much has been spent trying to stop what is going to happen anyway? They are going to build... there will be more traffic, the need for walls or fences or both is still there. </span></p><p><span style="font-family: Boogaloo; font-size: large;">I tried to get Reflection Bay to Give us the parts of their property that spur into the village. They want to be able to use our drainage, so I asked for the property to be added to the easement request and money they offered. While we did not get the property transferred, they are going to fence off the areas AND maintain them. Reflection Bay residents will not have access to the properties in question. A pretty good victory in my book. </span></p><p><span style="font-family: Boogaloo; font-size: large;">The current situation with contract negotiations with WPRFs owners, The Bennison Corp. which is now in arbitration, IS IMPORTANT to all the owners in the village. We need to show Bennison that the village is UNITED in correcting a giant mistake made 20 years ago, and cutting the huge profit they have been getting. We need to put a stranglehold on the goose laying the golden eggs (which happens to be the people in their golden years at Century Village).</span></p><p><span style="font-family: Boogaloo; font-size: large;">Atlantic Broadband... their proposal, although great for a small majority (about 60% or so) that have and pay for internet, it would save then a few bucks. The problem that I see is that all those snowbirds, that currently pay $5 a month while they are away and have their internet on hold, would lose that ability and have to pay the full price every month as it would be in their monthly association fees. That would give ABB Millions of dollars a year over and above what they are currently contracted for. Let me not forget to mention the "Internet Recovery Fees" that they have been collecting and raising. That basically boils down to increasing our fees without our consent. They call it internet recovery fee, I call it robbery. In Washington state, they sued and won to get rid of that fee and they were refunded what the cable companies pretty much stole from their customers. We need to also sue and get rid of these fees and get refunded all they have taken in the past.</span></p><p><span style="font-family: Boogaloo; font-size: large;">So, just to sum up, what needs to be done:</span></p><p><span style="font-family: Boogaloo; font-size: large;">1. Get the change to the documents to eliminate the position of Corresponding Secretary</span></p><p><span style="font-family: Boogaloo; font-size: large;">2. Make a by-law change to make officers (any officer) accountable for their action or inaction of their offices. If an Executive Board member can be dismissed for missing 3-5 meeting without excuse, then the officers should also be held to the same standard. No more getting elected and not doing the job. No more putting people on the ballot just to keep someone from running or getting a position. If you run for office, be prepared to do the job or get removed automatically without having to get petitions that are ludacris.</span></p><p><span style="font-family: Boogaloo; font-size: large;">3. the associations that have been refusing to sign on to have UCO represent them in the current arbitration need to realize that if they have to individually negotiate their Rec Rental and Entertainment contracts will become BIG TIME losers in the end. Expect to pay MUCH MUCH more. To put it bluntly, IF you refuse to join and have a united front against Bennison, then you are just plain STUPID. Don't like what I say? Tough... I would love to see what kind of deal you get when you have to negotiate your own deal. You will deserve what you get.</span></p><p><span style="font-family: Boogaloo; font-size: large;">4. Atlantic Broadband- As much as I would save, I will, and encourage everyone to turn down any proposal that would be unfair to the people that are not here to be represented (Snowbirds). She spent a couple days training me for her duties and I have performed them ever since. </span></p><div style="background-color: white; color: #222222; font-family: Arial, Helvetica, sans-serif; font-size: small;">In the March election of 2019, I ran unopposed as the Recording Secretary. Olga Wolkenstein was running as Corresponding Secretary unopposed until Mary Patrick's name was submitted to run against Olga. </div><div style="background-color: white; color: #222222; font-family: Arial, Helvetica, sans-serif; font-size: small;">Olga, not very popular due to the opposition of David Israel's Administration, lost to Mary. Olga has since joined at least 2 Committees and been appointed to the Executive Board and has been doing a good job in each. </div><div style="background-color: white; color: #222222; font-family: Arial, Helvetica, sans-serif; font-size: small;">Since the election, Mary has not even tried to do the job she was elected to do. She has no interest in learning what she needs to do and claims to be allergic to my hypo-allergenic Service Dog and refuses to go to the office if we are there. Although summer of 2019 when I was on vacation visiting my children, she never stepped foot in the office. Covid cases have be much lower than the state and county averages. We managed to do this with star mandated Closings and Personal Protective Protocols. UCO has kept a skeleton crew on duty without much of disturbance to the services offered by UCO. As Volunteers Self-quarantined as well as some of the officers with underlying conditions, David Israel, David Boas, Ruth Dreiss, Don Foster and myself kept UCO open. A few weeks later we were joined by Gloria at the barcode desk and with hours cut back slightly, UCO was running without hardly ever closing.</p><p>March 2020, the last Delegate Assembly meeting, also the day the current officers were elected. Sandy Cooper, the previous Corresponding Secretary was planning of leaving the village and she asked me to help. She trained me over the course a week, and showed me what she had done over the previous two years. Sandy resigned and I took over her duties without becoming an officer. This was, I believe, in October.</p><p>I decided to run for office as Recording Secretary come March 2020.</p><p> I ran unopposed taking John Hess' former position. Olga Wolkenstein was running against Mary Patrick for Corresponding Secretary. Mary Patrick won. After the election, I attempted to show Mary what her duties would be. I even went as far as typing out the step by step instructions on how to turn on, sign into the computer and what was exact information that she would need to enter to perform her duties. She seemed uninterested after entry of two of the five steps in one form vital to Delegate Assembly data entry (and only on 2 sheets). Since that time, she refused to come in and learn her position.</p><p>I later found out she objected to my Service Dog, Sadie. She claimed to be allergic and gave me quite a bit of attitude about it, especially when she was told that Sadie is a hypoallergenic breed. She was quoted saying that she refused to work in the building as long as the dog was there. Please keep that last line in mind later.</p><p>Since the admin assistant was discharged after the election, that position was now also a vacuum. As Recording Secretary, My position requires my presence in only four committee meetings each month. Operations, Executive Board, Officers and Delegate Assembly.</p><p>I covered ALL (since Oct 2019) of the Corresponding Secretary's position, the majority of the Admin position and my duties as Recording Secretary Since March 2020. </p><p>I left on vacation July 6th, returned Aug 27th. The dog nor I were in the office for a little over a month and a half. Yet the Corr. Sec. never once went in to do any of her duties. Not once. Upon return, I caught up on the work she had neglected and did so until the first or second week of October.</p><p>After a dispute with the president, He was told I would only be doing my duties, he would have to hire a new admin, and Mary Patrick will have to come in and do her own work that she was elected to do. She has not done anything but laid claim to the admin desk, which she will soon have to vacate. She still has no clue on her duties and needed help to sign on the computer the one day I saw her there.</p><p>The whole purpose of this posting is just to ask/demand Mary Patrick's resignation for the good of the village. Apparently there may be some issues he is having. He obviously has issues with being questioned about not following procedure and will get confrontational. At least 4 barely slowed down when they completely ran the sign. One ran the sign, saw me video recording and stopped in the middle of the intersection!</p><p>What does it take to wake people up in this village? Is $167 not enough? Do you have so much money that you can afford a few tickets a week?</p><p>I have two simple solutions to this, actually three. </p><p>1st... SLOW DOWN AND STOP.</p><p>2nd... and I get a lot of opposition to this with my fellow officers, do whatever is necessary to install SPEED TABLES throughout the village, preferably at most of the major crosswalks especially at the ones at stop signed intersections.</p><p>3rd... <span style="font-family: Verdana, sans-serif;">At issue is the time between offenses and the documentation associated with them. one question is: Is there currently a written procedure on dealing with offenses, and in particular, what offenses are deemed serious enough to warrant suspension from the clubhouse or any other WPRF facility?<br />Obviously someone having a verbal argument would not have as much weight as a physical assault, however someone being told by a security personnel to depart a WPRF parking lot 25 minutes before it closes may just be overstepping their bounds a bit. Maybe a reminder that the lot and the clubhouse is closing would be appropriate, but to tell the people talking by their cars that they have to leave at that moment was not the best way to go about it.<br />Something should be written, a Standard Operating Procedure, not just for the Security Team, but also for WPRF. Standards that once put on paper and brought before the Delegates for approval.<br />I propose the following:<br />Offenses occurring within a calendar year/season:<br />First Offense breaking club rules, a verbal warning that shall be documented as a verbal warning and kept on file for the offender.<br />Second Offense, A written warning from WPRF informing the offender that should a third offense happen, there will be a suspension of up to 15-30 days.<br />If there is a fourth offense, a 90 day suspension.<br />Offenses that would cause automatic suspension: Physical assault.<br />Depending on the severity, 30 to 90 days.<br />A second offense within a season shall be suspended for the remainder of the season. Should the offense be within the last 90 days of a season, then the suspension will carry over to the next season.<br />A Disciplinary Hearing Panel should meet with WPRF Manager every twice a month, their function will be to review all sides of the complaint.<br />President Israel suggested that maybe we need to have an Ombudsman in the Village again, maybe he is right.<br />I would hate to see the Village go to court over and over unnecessarily.</span></div>

The argument that it will cause problems for the ambulances is totally incorrect. Having had to ride an ambulance recently totally proved that point .<br />
As an ambulance goes over the current speed bump just prior to exiting the gates, the ambulance have to slow down practically coming to a full stop before going over the speed bump which raises the ambulance abruptly and drops suddenly.<br />
David Israel has in the past said this would be a problem for the ambulance to have the change to a speed table. One thing stated was "what if the medic had to put in an IV and he runs into the speed table..." The answer to that is very simple: It would not happen.<br />
How can I say such a comment? Well, it is common practice for the EMT to put in an IV if needed PRIOR to the Emergency Vehicle moving an inch for transport.<br />
As anyone that has ridden in an ambulance could attest, if they needed to have an IV put in, it was done so before moving.<br />
That is the Standard Procedure for an EMT.<br />
The speed table, is designed to slow a vehicle down while not causing damage to said vehicle IF THE PROPER SPEED LIMIT IS MAINTAINED.<br />
Speed tables Unlike Speed bumps will not cause damage to a vehicles suspension or front end as long as the driver is going the proper speed limit.<br />
That is the purpose of having the speed tables.<br />
I have previously proposed to have the speed tables placed prior to the turns in the village, and the current stop signs, but to also have them as the cross walks<br />

Sign up had a few glitches, but it was finally started, AB made it easy and even pleasant. We ordered the line up and internet that we wanted, we scheduled the installation and the only thing left is the actual installation.<br />
I believe that should go smoothly and once completed, we will be happy with the service.<br />
Overall, the experience was a pleasant one for us.<br />

SNOWBIRDS: Many are saying that they will not start their service with AB until they come back next season, remember one thing about Comcast... <b>THEY WILL CHARGE YOU</b> FOR THE EQUIPMENT AND MAY CHARGE YOU FOR SERVICES AT THE MUCH HIGHER COMMERCIAL RATES IF YOU DO NOT TURN THEIR EQUIPMENT IN.<br />

One last thing:<br />
The question of the Spanish channels for Univision and Telemundo. According to what I heard, they are considered Premium Channels, which means they charge, just they would for Showtime or Cinemax. The contracted includes HBO and Epix at no extra cost to us, but they (AB) still have to pay for them.<br />
Some are saying that they will stay with Comcast because of this. Well, If you stay with Comcast, you are going to pay their commercial rate whatever they may be, which will probably upwards of $50 to $79. If you feel it is that vital, I would suggest to order it from AB. it would only make sense. You are going to be paying for Atlantic Broadband anyway, so it would be a slight upcharge to get the two channels, rather than pay for the complete Comcast Service and STILL pay for AB. You lose.<br />
UCO is working to get them included, but don't be surprised if they can not be without some charges.<br />
